A pioneering energy support programme has delivered substantial savings for social housing tenants across the Highlands, helping them cut energy costs and ease financial pressures.
Since its launch in May 2023, the Affordable Warmth Highland scheme, led by Albyn Housing Society in partnership with Cairn Housing Association and environmental charity Changeworks, has generated £194,268 in total financial gains for participating households. This includes £68,618 in grants and direct financial support for Albyn tenants alone.
So far, 1,431 households across the region have benefitted, with 979 of those being Albyn tenants. The initiative has included 88 home visits (68 for Albyn, 20 for Cairn) and 1,434 advice calls offering tailored energy guidance.
Backed by the Energy Industry Voluntary Redress Fund, the two-year project delivers expert advice on energy use, helping households, especially those in rural areas off the gas grid, improve warmth, lower bills, and avoid future energy-related issues. Support has included guidance on low-carbon heating systems, such as air source heat pumps, and energy-saving measures for new tenants.
The impact has been far-reaching, with tenants reporting better financial stability and greater confidence in managing their energy usage. Advisors note that rising energy costs remain a major concern, compounded by challenges like dealing with energy suppliers and navigating complex modern heating systems. Many tenants also face overlapping issues such as fuel poverty, health concerns, and social isolation.

Changeworks advised Albyn tenants throughout the Highlands
Maureen Knight, deputy chief executive of Albyn Housing Society, stressed the programme’s value: “Fuel poverty is a serious issue across Scotland, and tenants in the Highlands are particularly vulnerable due to colder weather and lack of gas infrastructure. Since May 2023, we’ve worked hard to provide much-needed support through energy-saving advice, financial help, and practical tools.
“This scheme plays a vital role in helping people cope with rising energy bills while improving comfort and affordability in their homes.”
Audrey Simpson, chief executive of Cairn Housing Association, echoed that sentiment: “This initiative has been a lifeline for many of our tenants. In remote communities, heating homes efficiently is a challenge. Affordable Warmth Highland has provided essential advice and assistance, allowing tenants to feel more in control of their energy use. We’re proud to have played a part in its success.”
Morven Masterton, head of community engagement and energy advice services at Changeworks, highlighted the need for specialist support: “Fuel poverty is widespread in social housing, and housing staff often lack the time or expertise to offer in-depth energy advice.
“Through our partnership with Albyn and Cairn, we’ve delivered practical, personalised support - helping tenants understand their systems, manage energy bills, and tackle fuel debt. While this initiative is wrapping up, we’re excited to continue our work through a new dedicated service, Tenant Energy Support.”
The Affordable Warmth Highland scheme continues to offer vital support, ensuring tenants in the region receive the advice and assistance needed to navigate rising energy costs while promoting energy efficiency and sustainability.
