Glasgow West Housing Association issued ‘compliant’ status by Regulator
Glasgow West Housing Association has been updated to ‘compliant’ status by the Scottish Housing Regulator following a period of concern regarding its governance and tenant safety.
In an updated engagement plan for the landlord, the Regulator said it received information in late February 2021 that led it to review whether Glasgow West was compliant with the regulatory standards of governance and financial management.
This followed Glasgow West notifying the Regulator of a potentially serious tenant and resident safety matter relating to high level glass on public walkways within some of its high rise buildings. Subsequently, it also identified a potential fire safety issue in the public walkways in these buildings.
Since then the Regulator has been engaging with Glasgow West about both the immediate and long-term steps it is taking to address these issues and to ensure that it is complying with the regulatory standards and all tenant and resident safety requirements.
As a result, the Regulator put Glasgow West’s regulatory status under review in March 2021. To allow the Regulator to complete its review, Glasgow West was asked to provide assurance that it was addressing the tenant and resident safety matters and about its compliance with regulatory guidance on notifiable events.
In the engagement plan, the Regulator said Glasgow West has put in place a number of temporary safety measures to mitigate the risks to tenants and others and has developed a plan for delivering a long-term solution to these matters. Glasgow West has also been proactive in its decision to commission an independent assessment of its compliance with its other health and safety obligations and has now developed an action plan to implement further improvements identified as a result of this work in relation to legionella and asbestos management.
Following the engagement, Glasgow West also decided to commission an independent review into its handling of the tenant and resident safety notifiable event. Following the recommendations of the independent review, Glasgow West has already taken steps to make some improvements in its governance and has developed an action plan to implement the remaining recommendations.
The Regulator said: “We have completed our review and are satisfied that Glasgow West has provided us with sufficient assurance about how it is managing these issues and its compliance with Regulatory Standards. So we have updated its regulatory status to compliant. We will continue to engage with Glasgow West as it progresses its plans for a long term solution to the tenant and resident safety matter as well as implementing its action plans for improvements.”
Glasgow West has now been urged to provide the Regulator with monthly updates on progress with the implementation of its comprehensive immediate and long-term plans to address the problems identified with the glass walkways and fire safety issues. The landlord must also inform the Regulator of any material delay or impact on its ability to address this tenant and resident safety matter and provide updates on the implementation of the remaining actions relating to its governance and improvements to legionella and asbestos management.
