Kerry Clayton joins TIS as chief executive officer

The Tenants Information Service (TIS) has appointed Kerry Clayton as its next chief executive officer (CEO).
Kerry will assume the role in July 2025, succeeding current CEO Ilene Campbell, who will step down in the summer. As an organisation inspiring innovative tenant participation, engagement, and scrutiny practices across Scotland, Kerry’s appointment marks an exciting new chapter for the organisation.
Kerry brings over two decades of experience in housing organisations across Scotland’s social housing sector to her new role at TIS. Currently the governance and compliance manager at Elderpark Housing Association, she emerged as the standout choice from an exceptionally strong pool of candidates. TIS worked in partnership with Aspen People, a specialist sector executive search organisation, throughout the recruitment process.
Over her 20-year career, Kerry has specialised in housing management, and most recently has led on corporate governance – focusing on strategic planning, policy development, risk and performance management, assurance frameworks, and supporting management committees. Her deep understanding of the sector is matched by her passion for social justice, to champion tenant engagement and ensure it remains at the forefront of the national housing agenda.
Kerry serves as vice-chair of CIH Scotland and is an active member of Women in Social Housing (WISH) Scotland.
