Lords debate housing policy and intergenerational fairness

Experts in urban planning and housing policy will today give evidence to a House of Lords committee as it continues its inquiry intergenerational fairness.

The House of Lords Committee on Intergenerational Fairness will hold two evidence sessions hearing from the Royal Town Planning Institute (RTPI) and the Associated Retirement Community Operators (ARCO) followed by the Intergenerational Foundation and academics from the University of St Andrews and the London School of Economics.

The sessions will start at 11:30am in Committee Room 4A of the House of Lords.

      • In the first session the Committee will focus on the role of the planning system in providing adequate housing for all generations. The Committee will ask experts about measures of housing need in the National Planning Policy Framework, the balance between central government regulation and local government autonomy, downsizing, specialist housing for older people and more integrated active communities.

      In the second session the Committee will focus on housing behaviours- the housing choices that different individuals make and how the government can influence those choices. The Committee will ask experts about downsizing, geographical segregation and the effect of property taxation on people’s housing choices.
