The policy sets out the rules used to decide if someone can apply for social housing and how high they would be placed on the register, depending on their needs.

Locals have until 27 October 2023 to give their views on the proposals, which were discussed at Tuesday’s Housing and Community Safety Committee.

The planned changes ensure Moray Council’s housing allocations policy reflects new housing legislation, particularly regarding eligibility and homelessness prevention.

The proposed policy revisions will also help reduce the number of people on the housing register and ensure social housing goes to those in greatest need.

The online survey asks for feedback on the key proposed changes:

• Awarding points to applicants who are transferring as part of the tenant downsizing incentive scheme
• Awarding of points to applicants who experience domestic abuse
• Increasing the points for applicants who are key workers
• Removing the award of need to reside points
• Awarding points for care and support
• Amending the criteria for the award of functional assessment points
• Prioritising under occupation of social housing points to transfer applicants
• Extending the timeframe for the award of points for the loss of tied accommodation

Chair of Moray Council’s Housing and Community Safety Committee, Councillor Amber Dunbar, said: “Demand for affordable housing in Moray outweighs supply and the planned changes will help ensure that the housing available is fairly allocated to those in the most urgent need.

“I would encourage local people to share their views with us. This consultation is aimed not just at existing housing applicants, or residents living in social housing. The proposed changes will affect anyone applying for social housing in the future, and we want also to hear from businesses, voluntary groups, and local organisations connected to affordable housing.”
