North Lanarkshire to consider proposals for 650-home neighbourhood

Dullatur Golf Club and Hallam Land have launched proposals which aim to enhance the North Lanarkshire region with a sustainable new neighbourhood that will create up to 650 homes and community facilities.

The organisations say the investment will also future-proof Dullatur Golf Club, ensuring it remains an attractive destination for members and the wider community.

The proposals will be determined by Full Council on 27 November. Developed on land at Dullatur Golf Club, the plans address the spiralling demand for private and affordable homes within the area, as well as the need for an improved local road network and better active travel routes.

Importantly, 25% of the proposed housing (163 homes) is affordable, in recognition of the local housing need. The demand for new community facilities was highlighted by local residents to Hallam Land through ongoing engagement exercises. This included the need for a new GP service, and in response, the applicants have incorporated this into the masterplan with land reserved for community use, located at the entrance of the site.

Plans also include site-wide open space, parkland and recreational facilities, with sports pitches, play areas and a community garden. Almost 50% of the total development area will be retained and enhanced.

Two new access points to the development from Constarry Road and proposed improvements to the Craiglinn Roundabout will improve the local road network and traffic flow which is currently an issue within the community. Residents will also be encouraged to cycle and walk more frequently, with dedicated active travel routes safely linking the neighbourhood to the wider community.

More than £600,000 in developer contributions will go towards local education services, as agreed with North Lanarkshire Council’s education department. An independent economic investment assessment also highlights that the proposed development will:

  • Facilitate approximately 263 and 309 direct and indirect jobs respectively throughout the construction phase
  • Generate £211.7 million Gross Value Added (GVA)
  • Contribute an extra £1.1m additional council tax revenue to North Lanarkshire Council annually
  • Encourage an extra £12.4m in capital spend from residents every year.

“By incorporating dedicated space for community facilities and active travel links, we have a great opportunity to create a truly connected neighbourhood where residents can walk or cycle to nearby amenities. We are now eager to take our vision forward that will improve the livelihoods of many local people and fundamentally aid economic growth.”

More than 50 local people have already lodged their support for proposals with the council as the imbalance between demand and supply of homes within the community continues.

Liana Harkins launched local health initiative, Yoxa Fit Club, alongside her mother in August 2022 and is based within Dullatur Golf Club. Since then, the duo has welcomed hundreds of members and are supportive of proposals.

Liana Harkins, owner of Yoxa Fit Studio, said: “What makes the business hub so special at Dullatur Golf Club is the collaboration shared amongst the small businesses operating here. We have successfully grown Yoxa Fit Studio over the last two years and we’re really excited for our future, with new health and wellbeing facilities in the pipeline. However, to make this possible, we need continued investment to ensure Dullatur Golf Club remains an attractive destination, both for businesses and visitors.

“As a local person, I am also aware of the critical need of more homes. There are countless people who can’t find a suitable property and I fear that this will push them out of the area, which subsequently will have a terrible impact on local businesses. I am fully behind the proposals put forward by the Golf Club, which addresses both the need for new homes and will help to future-proof our business community.”

Dullatur Golf Club has been a cornerstone of the local community since 1896 and recent investment has allowed the Club to introduce new facilities, including Padel Tennis and a second Trackman suite, and upgrade its Club House. The investment raised through the sale of land would help to future-proof the club and open up the sport to more people through the implementation of a nine- or 12-hole course.

However, critical to our continued success now and for generations to come is continuing this momentum.

“The majority of our members are very supportive of plans as they recognise the potential it offers the Club to introduce new facilities and remain an attractive destination.”
