Paul McLennan handed homelessness brief as full ministerial responsibilities revealed
The full list of responsibilities for the new minister for housing Paul McLennan has been unveiled.
As minister for housing, Mr McLennan will work alongside the new cabinet secretary for social justice Shirley-Anne Somerville.
His specific responsibilities are:
- Affordable Housing Supply Programme
- Housing to 2040 strategy
- homelessness and rough sleeping
- cladding remediation
- welfare and debt advice
- regulation of existing housing systems
The cabinet secretary is responsible for:
- development and delivery of Scottish Government benefits
- Social Security Scotland
- Scottish Welfare Fund and Discretionary Housing Payments (DHPs)
- benefit automation and advice services
- social justice, tackling poverty and inequalities
- national mission for tackling child poverty
- minimum income guarantee
- carers policy
- Baby Box
- human rights
- UN treaty incorporation including UNCRC
- third sector, social enterprises and OSCR
- mainstreaming equality
- Office of Chief Social Policy Advisor
- Ministerial Taskforce on Population
The full responsibilities of Patrick Harvie, who retained his role as minister for zero carbon buildings, active travel and tenants’ rights, include:
- active travel
- Future Transport Fund (cycling Infrastructure/ innovation supporting active travel outcomes)
- energy efficiency
- heat networks
- heating and domestic energy transformation
- Heat in Buildings programme
- building standards
- new deal for tenants
- Future Generations Commissioner
- member of the Cabinet Sub-Committee on Legislation
- member of the Cabinet Sub-Committee on the Climate Emergency
