The Regulator will engage with 64 RSLs and 20 local authority landlords during 2018/19. This is eight more RSLs and the same number of local authorities as last year.

It will have high engagement with eight RSLs: Antonine, Arklet, Dalmuir Park, Ferguslie Park, Kincardine, Ruchazie, Wishaw & District and Wheatley Group. The high engagement with Wheatley is due to it being the largest RSL and the largest developer of affordable homes.

The Regulator will also a higher level of scrutiny in four local authority landlords: Dumfries and Galloway Council, East Dunbartonshire Council, Glasgow City Council and Shetland Islands Council.

Helen Shaw, assistant director (finance and risk), said: “We want to see financially healthy, well governed landlords that provide good service outcomes for tenants.

“We know that RSLs are continuing to deliver a strong financial performance but they are also facing several risks and challenges. For example, they need to ensure that rents remain affordable for tenants as the changes to Universal Credit continue, at the same time as managing issues such as their pensions liabilities. So, this year, we’re engaging with more RSLs to seek assurance on their governance and financial health.

“Development also continues to be a key risk area for RSLs and we are again seeing an increase in both the number of RSLs who are developing and the number of homes they are planning to deliver. Where we haven’t had recent assurance, we will engage with a number of RSLs with significant development programmes about their business planning and how they are managing the challenges associated with this.

“We will continue to have a strong focus on how local authorities deliver for people who are or may become homeless. This will be the main focus of our engagement with local authorities.”
