Scottish Government funded national scrutiny learning programme enters final year
Tenant scrutiny is increasingly a ‘talking point’ for housing in Scotland with the country having its own unique history in respect of the development of tenant engagement, tenant involvement and tenant participation.
The Scottish Social Housing Charter, the regulatory regime and existing requirements and commitment within the social housing sector to tenant participation and engagement, provide the context for developing effective tenant scrutiny across Scotland.
To support social housing organisations develop and implement tenant scrutiny of performance, the Scottish Government has developed the Stepping Up to Scrutiny national training programme. This programme, being delivered through a partnership between CIH Scotland and HouseMark Scotland, supports social landlords and their tenants to plan and implement scrutiny in practice in ways that strengthen the connection between performance management, continuous improvement, value for money and scrutiny. In addition, the training programme aims to improve understanding of the scrutiny intentions of the Scottish Social Housing Charter and related regulatory framework.
The Stepping Up to Scrutiny programme is now in the final year for which funding of 50 per cent of programme costs is available. Organisations that are sufficiently prepared to be able to engage effectively with the programme can access funded training before the end of March 2016 on a first come-first-served basis while funding lasts.
The Scottish Government is running a free half-day event on 9th June at Discovery Point, Dundee where delegates can hear the Scottish Government’s views on, and their ambitions for, the development of scrutiny practice across Scotland, as well as hear from organisations on how they are currently approaching tenant scrutiny and learn more about the Stepping Up to Scrutiny programme and the associated funding.
