Scottish Housing Regulator publishes Annual Report
The Scottish Housing Regulator has published its Annual Report and Accounts for 2015/16 highlighting its work to protect the interests of tenants, homeless people and others who use social landlords’ services.
The period saw the Regulator bring accessible new information on landlord performance to tenants and landlords as it published individual landlord reports while its second annual National Report on the Charter showed landlords performing well overall against the Charter.
The Regulator engaged with 65 RSLs and 22 councils following its annual risk assessment. It used its statutory intervention powers in three RSLs.
The annual report highlights the new information and guidance the Regulator produced for stakeholders. This includes a new series of ‘how we work’ publications, streamlined regulatory guidance and new ways for social landlords to challenge its decisions.
The report also explains how tenants continued to be at the heart of the Regulator’s work, through initiatives such as its 500-strong National Panel of Tenants and Service Users, its newly-recruited tenant advisors and its RTO liaison group.
Reflecting on the year, Kay Blair, the Regulator’s chair, said: “We’ve had a continued focus on good governance, financial health and good service delivery. In the small number of landlords where we intervened, we did this proportionately but decisively to protect tenants’ interests. We had a number of notable successes, such as our Charter national analysis and getting more performance information to tenants.
“Social housing is evolving in Scotland. Regulation is also changing, as demonstrated only last week by the Office for National Statistics’ decision to reclassify RSLs. We will continue to work constructively with all our stakeholders to deal with any challenges which may arise, to ensure we continue to regulate effectively to protect tenants’ interests.”
