The survey seeks to gather people’s views on potential rent increase options for the coming financial year, helping tenants inform councillors’ decisions when the results are presented to a future meeting of Stirling Council.

The local authority said rent affordability remains a key concern for both tenants and the council in balancing any rent increases against the need to invest in its stock and continue to build much needed new homes to help meet the demand for affordable social housing in Stirling. 

It said it is acutely aware of the financial pressures faced by many tenants who have been affected by COVID-19 and have looked at many options in order to keep the rent burden on tenants as low as possible, whilst minimising the impact on service delivery.

The cost of running the housing service is estimated to rise by £516,000 in 2021/22. This takes into account budget efficiency savings which must be made, employee costs, inflation and increased loan charges.

Two options have been put forward in the consultation, representing average increases of £0.98 per week or £1.60 per week.

Housing portfolio holder, Councillor Evelyn Tweed, said: “Given the economic impact of the COVID-19 pandemic and the challenges facing our tenants, it is more important than ever that decisions on matters as significant as rent increases are made in consultation with our tenants.

“Our rent charges are among the lowest in Scotland and to continue repair and maintenance levels across our 5,700-plus homes, and meet increased running costs, we need to consider the impact of this on our rent charges each year.”

Depute portfolio holder, Councillor Danny Gibson, said: “Responses to the consultation have a direct impact on the council’s rent setting process and this year, under the present circumstances, it is even more important for tenants to take part. I’d encourage everyone to get involved and have their say.”

The survey is open until 5pm on Tuesday 5th January 2021.
