Work begins on major Elgin regeneration project
Ground clearance has officially started on a major mixed-use regeneration development around Elgin’s South Street, marking a key milestone in this transformative development.
The project is a partnership between Moray Council, Robertson Property Ltd (RPL), Moray Growth Deal and UHI Moray.
The initial stage involves clearing several properties on South Street and Elgin High Street, including two former toy shops and two derelict sites – the former Newmarket Bar and the Jailhouse nightclub. This will be followed by site investigations and below-ground works. Notably, the façade from the old market will be preserved.
The South Street regeneration forms part of two key Moray Growth Deal projects: Housing Mix Delivery and Business Enterprise Hub.
Funded by the Scottish Government and Moray Council, the South Street project will deliver 38 affordable one- and two-bedroom flats, addressing the region’s housing needs.
In addition, pending full approval, the Business Enterprise Hub will be a state-of-the-art 800m2 facility designed to foster business innovation and entrepreneurship, offering a flexible space accessible for both businesses and students. The Enterprise Hub is due to be funded by the Scottish Government, Highlands and Islands Enterprise (HIE) and - awaiting confirmation - the Elgin Long Term Town Plan (ELTTP).
The development will also provide opportunities for three commercial retail units and improved public spaces, linking South Street to the High Street.
The enabling works will continue over the coming months, with construction expected to begin by summer 2025.
