The Assurance Statement

This session will look at how the return of assurance statements has developed and how committee/boards can assure themselves satisfactorily.

RSLs are now preparing their next return, and the committee/board will be asked to sign off that they have sufficient assurance across the four criteria of compliance with all relevant regulatory requirements set out in Chapter 3 of the Regulatory Framework; all relevant standards and outcomes in the Scottish Social Housing Charter; all relevant legislative duties; and the Standards of Governance and Financial Management.

    • Refresh- What is material non-compliance?
    • The Scottish Housing Regulator’s feedback on previous annual assurance statements
    • The impact of undertaking annual assurance and self-assessment on RSLs
    • Practical challenges and difficulties in assessing assurance during Covid 19
    • Ensuring the Governing Body is effectively assessing compliance

Learning Outcomes

By the end of this session, delegates should:

    • Have a better understanding of how the assurance statement fits in with wider good governance practice on an ongoing basis
    • Understand how the governing body should be seeking to assure themselves to sign off the return
    • Understand what qualifies as material non-compliance, and how to declare instances of non-compliance
